Installing and Configuring HP X.400 Administrator's Guide

User Groups 

If you want to limit some access of X.400 to some of the mail system
users, limit communication to outside companies and organizations, or
access other X.400 systems with different X.400 capabilities, you need to
configure user groups.

A user group is a set of O/R addresses.  Configuring a user group allows
you to determine who can send or receive messages and what functionality
is available according to the X.400 standard (1984 or 1988) used by you
and the recipient.  A user group can only specify a group of users at an
address; it cannot specify an individual user.  Default values to be used
for users who are not in any user groups can be configured in the
Configure Local MTA screen.  A user group is identified by the country,
ADMD, PRMD, organization name, and organization units.
