RUN MAKECAT.PUB.SYS
Operation
Use MAKECAT to maintain the following message catalogs:
CATALOG.PUB.SYS, which contains system error messages
CICAT.PUB.SYS, which contains the Help catalog
User-defined catalogs for various applications
