NM and CM callable.
Replaces all nondisplayable control characters in the string
with the replacement character. Nondisplayable characters are those
with attribute 3 (undefined graphic character) or 5 (control code),
as returned by itemnum=12 of the NLINFO intrinsic.

Parameters
- inbuffer
character array (required)
Passes the nondisplayable characters to be replaced.
- outbuffer
character array (required)
Returns the replaced character string.
- bufferlength
16-bit signed integer by value (required)
Passes the length, in bytes, of inbuffer.
- replacechar
character by value (required)
Contains the replacement character to be used.
- langnum
16-bit signed integer by value (required)
Contains the language ID number.
- error
16-bit unsigned integer array (required)
Returns two elements: the first element is the error number; the second
element is reserved and always returns 0. The possible error number
values are:

Passes the character set definition for the language used, as returned in
NLINFO itemnum= 12. If this parameter is
present, langnum is ignored, and this intrinsic is more
efficient.
