The ASOCTBL utility lets users with SM or OP capability
distribute operator commands for specific devices to other system users.
It creates an association table in ASOCIATE.PUB.SYS,
where the users are identified with the device classes that they may associate.
Once a user is included in the association table, he or she can use the
ASSOCIATE command to gain access to the corresponding device class.
While a device class is under a user's control, status messages for the
devices in that class appear on the user's $STDLIST device,
and not on the system console. That user continues to have exclusive access to the operator commands that
control that device until the user terminates the association by logging off
or by issuing the DISASSOCIATE command.
