HPToolset/XL and the RLFILE Compiler Directive

When compiling into HPToolset/XL's workspace RL, HPToolset/XL will ensure
that the file is a NMRL. If the file already exists as a NMOBJ or USL,
HPToolset/XL will purge that file and create a NMRL in its place.

If procedural-level manipulation is desired, then the RLFILE compiler
directive must be used.  If this is used, every level-one routine can be
manipulated by using HP Link Editor/XL.
