Enhanced Run Command Compatibility

The security of the :RUN command, for native mode programs, has been
enhanced to be compatible with MPE V/E. The algorithm to grant execution
rights for a privilege mode program now also checks to make sure the
program was linked with the cap=PM option. The new algorithm is in
contrast to only checking the capability of the group where the program
resides.
With this higher degree of compatibility it is possible to experience the
loader error:
EXEC level of the code exceeds the maximum privilege level allowed
in the file (LDRERR 404)
on programs which successfully executed on releases previous to XL
