HPTOOLSET XL Reference Manual

Breakpoints 

If your program includes $CONTROL SYMDEBUG (COBOL), $SYMDEBUG$ (Pascal),
or $SYMDEBUG (FORTRAN) as a control statement, it automatically stops at
the first executable statement in the Procedure Division (COBOL) or the
main program (Pascal) when it is run inside TOOLSET/XL. At this point,
you can execute other Symbolic Debug commands (including setting
additional breakpoints) or enter other TOOLSET/XL commands.
