NM and CM callable.

Dynamically returns a program to nonprivileged mode.

Condition Codes 

CCE (2)               Request granted.  The program was in privileged
                      mode at the time of the intrinsic call.

CCG (0)               Request granted.  The program was in nonprivileged
                      mode at the time of the intrinsic call.

CCL (1)               Not returned.
