NM and CM callable.

Disables the abort stack analysis facility.  Only the current process is
affected.

Condition Codes 

CCE (2)               Request granted.

CCG (0)               The abort stack analysis facility was disabled
                      prior to the RESETDUMP call and remains disabled.

CCL (1)               Not returned.
