Control Y Handling 

[[CONTROL]] Y is enabled in session mode when any of the following is
true:

 *  When SDDBD is expecting a command
 *  When SDDBD is in the REDO command
 *  When SDDBD is displaying HELP messages

If [[CONTROL]] Y is entered, SDDBD displays:

< Control Y >

and reissues the first level command prompt (>).  Once the loading
process starts, [[CONTROL]] Y is disabled until the completion of the
loading.
